As long as it is available to all players there is no issue with this. Yes 3rd person would allow you to see around corners etc, but the playing field would still be a level one. I myself like the 1st person more so than the 3rd. However I would love to be able to go 3rd person to see how my charachter looks.

Sadly not. I tried to mod it. There are quite a few bugs. The most common one was double swinging melee weapons, and endless reload loops on guns. Maybe with a mod. I haven't played in a while, and I don't remember there being a 3rd person option/setting or talk of adding one. I'm fine with 1st person….
